requires can be made... but pdga doesn't allow it per Competition Manual 1.06 https://www.pdga.com/rules/competition-manual/106

We follow all pdga rules when it comes to grouping. They will be totally random as generated by the PDGA tournament manager. The only exception is a featured card with video coverage in MPO which we have already received a waiver from the PDGA for.
