Just want to make sure we don't sign up for the wrong division now that I look at the flyer and the description, is there a division just for vets/active duty? Or should we stick with just the skill level?

Stick with skill level. You can play down or up a division depending on your partners skill level as well. Since it is a charity tournament I will be very laid back on what division people enter. Also while there is not a vets division there will be additional prizes and CTPs that will be for vets/active duty only!

How do the divisions work with tee times? For example, a team playing L-L could play with a team playing S-S?

Tee times. So 8am to approx 1pm with people teeing off every 10 minutes.
