27 Players with an 18 hole course? Why is this capped at 27 and not open for more with the caveat that only the top 6 qualify??

Hi Folks,
We've worked with John and are going to run this as a 'Half Cap' tournament:
Field: Capped at 27 competitors;
Format: 2 rounds of 18 holes; run as 1 division
Top 6 finishing competitors qualify for invitations to the respective Regional Championship. (same ratio as full field, 1 spot per 4.5 competitors)
Winner earns spot and entry fee ($125)
If the waitlist reaches 18 competitors, the event will revert to a full field event, capped at 54 with the top 12 qu ...

because it was at 54 and hardly anyone signed up...it only got to 27 last night. They give away 12 spots out of 27 or it would be unfair to the people qualifying in other events elsewhere. It didn't get the interest level. It makes it fair, I guess.
Thats why i was wondering why more aren't allowed in with the rule that only 6 are allowed to qualify. Why does the total field matter when a course fits 90 Players..
