Yes, the lake will be setup for DGPT touring pros. The layout will be MUCH longer than the previous layout and not appropriate for B pool divisions.

Pools will be dispersed based on how many people sign up in divisions. Most likely MA40 will be in B-Pool.

What happens if I sign up for FA2 but end up moving into FA1 bracket between now and the competition? Will I still be guaranteed a spot but switched to FA1?

If you mean that your rating goes up, and you are forced to play in FA1 because your rating is too high for FA2, yes!
