Is “snow play“ going to be enacted so ribbon/chalk can be used on the disc?

Yes, snow play will be enacted. Ribbons/chalk will be allowed on discs.

I will drive out to the course today to see how things are looking. At this point, I still expect everything will be good to go for Satudray.

As of now, the plan is still to have the tournament this weekend. Temperatures are supposed to be in the 40s Saturday, but I do expect snow on the ground. Stay safe and warm!
