I fall in the MA3 category, do I need a PDGA number?

What does the schedule look like for the day of? Sign in, tee-time or shotgun? Rough estimate of end time?
Last year the rounds got done very fast. I would plan on 4pm to be safe, maybe 5. If you are needing to be somewhere before 5 it could be iffy.

What is the reasoning for why pro payouts through PayPal are done by Goods & Services?
Short answer: Pro payouts are not gifts to a Friend or Family, therefore PayPal Goods & Services is the proper method of payment. You can avoid the PPGS fees by accepting a check as payment.
