I wanted to sign up for the 2 pm spot that was open but the flex is closed at 12. Is this because of low sign ups and everyone has chosen morning times?

Yeah that's the reason. There were no signups in the afternoon so I removed those tee times.

I and a friend will sign up @ 9:12. Will we be turned away and fully refunded if a third sign up doesn't happen?

If a 3rd doesn't sign up then we can combine cards to make a 5 man card at 9am
