The NADGT allows Professional Class players to play in all events except the Championships and Tour Finale, provided they are eligible under PDGA Pros playing Am guidelines (

For all divisions?
Yes. Since it's a flex and folks make their own cards, having the same layout streamlines the flow by allowing players from different divisions to play the same tees. It also avoids confusion about who has to play what tees.
