I know tags are available to buy, but are we able to play tags during this match?

You can with your card if you want but it won't be for the entire field. Everyone leaves at different times so it makes it next to impossible to distribute them after the round.

If the card mates are cool with it, can a well behaved dog join along for the round?

technically dogs are not allowed at PDGA events. If there was someone that was spectating with the dog then that would be ok..
