Is the course gonna be set up prior to the tournament where we can get a practice round in or no?

Scottie usually has it set up mid-day Friday. I cant speak for his plan this year but this has been typical previously.

There was a rule change not long ago that says no, unless you Meet certain criteria. What that is, not sure because it seems to be complicated.
