Will this A-tier be subject to NT rules since it coincides with the DGPT event?

As far as the tobacco rules go though, this is an A Tier being run concurrently with the NT event so no tobacco products (including e/vapor cigs) are allowed during play.Correct?

How late will the lead card of the DGPT event be teeing off on Sunday? I'd like to play this event, but would also like to spectate the DGPT event at the toboggan course.
