That is correct. In the past, too many people would sign up for the waitlist halfheartedly just to get their name on the list, then when the time came, decided they didn't want to play. Meanwhile, other people who would have wanted to play, but saw the long waiting list and didn't sign up could have gotten in. Then on tourney day, between the waitlist, and last minute drops, the tourney wouldn't be full and the TD would be out of luck not being able to fill those extra spots. So this is a deterrent to people signing up if they aren't serious, and if they still decide to bail, then the TD can still recoup some of the possible lost revenue.
