It is not mandatory to a point? There is an additional $10 one day sanctioning fee for non-current members.
If you are considering a PDGA number, now is a good time to get one. If you sign up after October 2nd it will be good through the entire next year. If you play 5 tournaments between now and December 2019 it will pay for itself, plus you get some swag!
