I know theirs talk of long pads (mostly sidewalks) will these be in effect for the tournament?

yes, i am marking them tonight, there will also be short pads

What about ob, I heard rumors that a lot of the tall grass/weeds will be ob. If so, will it be roped off or just covered in players meeting?
