Matt, as the TD I work for the players and have to follow the PDGA rules. Patrick did sign up before his rating was bumped up and allowed to play in MA4 for this tournament but also understands that he would never want another player to feel uncomfortable. Him and I have come to an agreement one that I will say makes him a great person that cares about our sport. But I also want to put out he was within his rights to play in MA4 for this tournament but would be the last one he would be able to play in as long as his rating would not allow him to play in it.
