Is this part of the “about” section new? I looked in the links but couldnt find out when previous world champion spots are released… anyone?

That part of the about section is new for this year, it was added because people get confused by capping changes due to different registration tiers. As per the registration schedule, World Champion spots would be released April 22 for Amateur Worlds, but there weren't any to release this year ... more

As per the registration schedule, World Champion spots would be released April 22 for Amateur Worlds, but there weren't any to release this year, everyone that would have been eligible for one of those spots had turned Pro so their spots were held at Pro Worlds.
