Caddy's should be allowed per the PDGA rules. They just have to follow the same etiquette and rulings that you do as a player and any infraction of these would default to you as the player for any disturbance to other players per the PDGA guidelines.
If he's over 13, he can be your Caddie, Richard! Just has to follow the same rules of etiquette and behavior.
