It's fairly standard for a large event (ie. something like the DGPT) to tee cards off over a large span of time (8am-2:30pm). I believe Simon is making an attempt to bring a bit of a fresh look to the norm by mixing cards for round 1 and having player's interact who might otherwise not traditionally have the opportunity. Ontario events like the Midland Summer Solstice & Blueberry Brawl have done this successfully in the past as well.

C-tier have the option to mix the first round. The purpose is to provide players of a variety of skill levels to play with one another. As for the weather, I can only guess it will be windy in October. Live scoring will be used. Round two you will know where you stand.
