Is this 3 rounds of 9 holes per round or 3 rounds of 27 holes per round?

Hello Chaz, It will be 27 Holes total played during the tournament. The course layout is 9 holes, so it will be played 3 times. Thanks

Don’t rounds have to be 13 holes at a minimum to get a rating?

Yes. You must have 13 holes total or more to be a sanctioned event.
