Those red Xs are people that have not gone through the identity verification process yet. Everyone is a Certified Official, they had to be to register.
Identity verification is not required in advance, and is not something the registration flow would have brought you to naturally. There are lots of reasons folks might not want to upload a photo ID online to some set of “secure servers.”
total agree with Wesley Hunt assessment of security concerns. Banks get hacked and somewhat frequently. PDGA is not more secure. Its just who wants what they have until they collect important info.
