Pros can sign up for amateur divisions if they meet the ratings requirements for those divisions. This information is formally outlined by the PDGA on this page: https://www.pdga.com/rules/competition-manual/204

To summarize the main points of this article by the PDGA: A professional can register to play MA1 if they have a rating under 970 and can register to play MA40 if they have a rating under 920. This only doesn't apply to the Amateur World Championships. Hope this was helpful!
