There is a scratch score for each division. Your average versus that scratch is used to calculate your handicap. I'm not quite sure of the formula right now. So a -0.4 handicap means your raw score of 54 is calculated to 53.6. If someone else scores 55 but had a -1.5 handicap, they beat you with a calculated score of 53.5. Same goes if someone has a +.7 handicap and shoots 53, they get a calculated score of 53.7 and lose to you.
Thanks Rob, I think that makes sense. So if you have a significantly negative handicap would that suggest you're playing in a division that might be too difficult for you? And vice versa if you have a significantly positive handicap?

Correct. Also a positive handicap is more weighted than a negative, to encourage players to move up to the next division.
