Are there scheduled times for players to come practice? Or is it a free for all for all competitors once the course is open?

There is not currently a schedule for practice rounds following Monday Qualifying tee times.

I believe he means on Fri-Sunday leading up to Monday Qualifying. Do we need to schedule times to practice prior to 10/2?

Ah, I see. Good question! The course will be in use for USDGC Doubles and closed on Friday and Saturday Sept 29-30. Sunday will be the best practice day for Monday Qualifiers, but the course will be open to already qualified USDGC competitors as well.
