I see that pool one is not full. Eventually will unclaimed spots go to waitlisters in pool 2?

Priority will go to waitlisters in Pool A first. I will consider a realignment of divisions, but please remember that Pool A plays a significantly longer and more difficult version of Franklin Park than Pool B does, so that will be material to my decision.
